Second blizzard bearing down on Plains region

DODGE CITY, Kan. (AP) ? A second major winter storm was bearing down on the central Plains Sunday, forcing cancellations and sending public works crews scrambling for salt and sand supplies less than a week after another system dumped more than a foot of snow on parts of the region.

The National Weather Service issued a blizzard watch from Sunday evening through late Monday for much of western Kansas ahead of the strong storm system packing high winds and sleet that has been tracking across western Texas toward Oklahoma, Kansas and Missouri. The area was hit by a massive storm last week that dumped a foot of snow in some sections, closed airports and caused numerous accidents.

"It would have been nice if we'd had a few days to recover, to do some equipment rehab," Joe Pajor, deputy director of public works in Wichita, told The Wichita Eagle. The city saw its second-highest snowfall ever Thursday with 14.2 inches.

Other totals from the Thursday snowstorm included 18 inches in the southern Kansas town of Zenda, 17 inches in Hays, Kan., about 13 inches in northeast Missouri and 12 inches of snow in parts of Kansas City.

Steve Corfidi, meteorologist with the National Weather Service's Storm Prediction Center in Norman, Okla., said the storm also will affect southern states and could spawn tornadoes Tuesday in Louisiana, Mississippi, Alabama, the Florida Panhandle and Georgia.

"It definitely will be one of the more significant events of the season, the winter season, absolutely," Corfidi told The Associated Press. "Both in winter weather and severe weather potential, and rain, down in the southeast United States."

More than a foot of snow is possible from the Texas Panhandle, across the Oklahoma Panhandle and into Kansas and possibly Missouri as the storm moves eastward from the southwestern United States.

While snowfall is expected to taper off by Monday afternoon, wind gusts of up to 35 mph will remain a hazard, said Sarah Johnson, a meteorologist in the National Weather Service's Amarillo, Texas, office.

Pajor told the Wichita newspaper the new storm "looks worse than the last one" and that sand and salt supplies are low because of last week's record storm, as are the number of locations where snow can be transported off city streets. He said the plowing strategy for the new blizzard may have to involve plowing snow into the center of arterial streets, and cutting traffic to one lane each direction.

He also said streets won't be treated with the city's limited sand and salt supplies until the snow ends and plowing is under way.

The threat of the pending storm forced cancellations Sunday and Monday in Kansas and Missouri, including the championship basketball tournament for the Kansas Collegiate Athletic Association, which rescheduled the tournament for Tuesday in Park City, Kan.

Matt Lehenbauer, emergency management director for Woodward County, Okla., said he expected rain or snow to begin there Sunday evening and forecast up to a foot of snow and wind gusts up to 50 miles per hour.

"We're expecting white-out conditions," he told the AP.

He said there is plenty of salt and sand on hand to help clear roads, but the conditions may cause delays.

"We may not get the roads cleared until midday Tuesday if we get the expected amount of snow and wind. As it's falling, in the blizzard-like conditions, we just won't be able to keep up," he said.

Taking the gamble out of DNA sequencing: How much can be learned in a large-scale experiment

Feb. 24, 2013 ? Two USC scientists have developed an algorithm that could help make DNA sequencing affordable enough for clinics -- and could be useful to researchers of all stripes.

Andrew Smith, a computational biologist at the USC Dornsife College of Letters, Arts and Sciences, developed the algorithm along with USC graduate student Timothy Daley to help predict the value of sequencing more DNA, to be published in Nature Methods on February 24.

Extracting information from the DNA means deciding how much to sequence: sequencing too little and you may not get the answers you are looking for, but sequence too much and you will waste both time and money. That expensive gamble is a big part of what keeps DNA sequencing out of the hands of clinicians. But not for long, according to Smith.

"It seems likely that some clinical applications of DNA sequencing will become routine in the next five to 10 years," Smith said. "For example, diagnostic sequencing to understand the properties of a tumor will be much more effective if the right mathematical methods are in place."

The beauty of Smith and Daley's algorithm, which predicts the size and composition of an unseen population based on a small sample, lies in its broad applicability.

"This is one of those great instances where a specific challenge in our research led us to uncover a powerful algorithm that has surprisingly broad applications," Smith said.

Think of it: how often do scientists need to predict what they haven't seen based on what they have? Public health officials could use the algorithm to estimate the population of HIV positive individuals; astronomers could use it to determine how many exoplanets exist in our galaxy based on the ones they have already discovered; and biologists could use it to estimate the diversity of antibodies in an individual.

The mathematical underpinnings of the algorithm rely on a model of sampling from ecology known as capture-recapture. In this model, individuals are captured and tagged so that a recapture of the same individual will be known -- and the number of times each individual was captured can be used to make inferences about the population as a whole.

In this way scientists can estimate, for example, the number of gorillas remaining in the wild. In DNA sequencing, the individuals are the various different genomic molecules in a sample. However, the mathematical models used for counting gorillas don't work on the scale of DNA sequencing.

"The basic model has been known for decades, but the way it has been used makes it highly unstable in most applications. We took a different approach that depends on lots of computing power and seems to work best in large-scale applications like modern DNA sequencing," Daley said.

Scientists faced a similar problem in the early days of the human genome sequencing project. A mathematical solution was provided by Michael Waterman of USC, in 1988, which found widespread use. Recent advances in sequencing technology, however, require thinking differently about the mathematical properties of DNA sequencing data.

"Huge data sets required a novel approach. I'm very please it was developed here at USC," said Waterman.

First MRI movies capture fetal brain connecting up

It's the sequel to fertilisation: the brains of unborn babies have now been imaged in action, showing how connections form.

This fMRI movie, produced by Moriah Thomason from Wayne State University in Detroit, Michigan, shows a fly-through of several fetuses in their third trimester. By comparing the scans at slightly different stages of development, Thomason was able to pinpoint when different parts of the brain wire up. "The connection strength increases with fetal age," writes Thomason.

By identifying how brain connectivity normally develops, the scans could help diagnose and treat conditions like schizophrenia and autism before birth. For more on this research, read our full-length news story, "First snaps made of fetal brains wiring themselves up".

Researchers 'nanoweld' by applying light to aligned nanorods in solid materials

Feb. 21, 2013 ? Researchers from North Carolina State University have developed a way to melt or "weld" specific portions of polymers by embedding aligned nanoparticles within the materials. Their technique, which melts fibers along a chosen direction within a material, may lead to stronger, more resilient nanofibers and materials.

Physicists Jason Bochinski and Laura Clarke, with materials scientist Joe Tracy, placed specifically aligned gold nanorods within a solid material. Gold nanorods absorb light at different wavelengths, depending upon the size and orientation of the nanorod, and then they convert that absorbed light directly into heat. In this case, the nanorods were designed to respond to light wavelengths of 520 nanometers (nm) in a horizontal alignment and 800 nm when vertically aligned. Human beings can see light at 520 nm (it looks green), while 808 nm is in the near infrared spectrum, invisible to our eyes.

When the different wavelengths of light were applied to the material, they melted the fibers along the chosen directions, while leaving surrounding fibers largely intact.

"Being able to heat materials spatially in this way gives us the ability to manipulate very specific portions of these materials, because nanorods localize heat -- that is, the heat they produce only affects the nanorod and its immediate surroundings," Tracy says.

According to Bochinski, the work also has implications for optimizing materials that have already been manufactured: "We can use heat at the nanoscale to change mechanical characteristics of objects postproduction without affecting their physical properties, which means more efficiency and less waste."

The researchers' findings appear in Particle & Particle Systems Characterization. The work was funded by grants from the National Science Foundation and Sigma Xi. Graduate students Wei-Chen Wu and Somsubhra Maity and former undergraduate student Krystian Kozek contributed to the work.

Oscars 2013: 7 Mouthwatering Academy-Inspired Dishes From Chef ...

While The Oscars are, quite obviously, held on the sunny West Coast, there are still a bunch of Academy members who live on the East Coast who have voted in the awards and still totally like to party. Luckily for them, there is a lone, official Academy Awards shindig in New York City, and earlier this week we were treated to a preview of that party's menu.

What made the truly delicious event even better was the fact that many of the menu items for the Oscar party, by celebrity chef Daniel Boulud, are inspired by the nominated films. (Sadly, "Zero Dark Berry" tart was not present.)

The event was held at Chef Daniel's Upper East Side restaurant Daniel, a place so fancy that I was pretty sure the second I walked in someone would quietly remind me that the McDonald's with the unlocked bathroom is three blocks south. East Coast Academy Program Director Patrick Harrison joined Chef Daniel, and the two talked about the "choreography" required to get the dishes out to the guests without disrupting the flow of watching the awards show.

"You don't want a bunch of rattling around when someone is accepting an award," Chef said. Damn right.

Now, let's eat! Maybe this food and drink will inspire your Sunday night Oscar menu.

  • The Red Carpet

    <strong>What Is It?</strong> A cocktail that combines a pear-infused vodka, cranberry juice, and champagne. Also included: a giant, fist-sized spherical ice cube with a tiny glittery Oscar in the middle. A fellow reporter quickly exclaimed: "Drink it quickly, it's poisonous!" I hope she was joking. <strong>How Does It Compare?</strong> Since I normally don't drink anything stronger than Mountain Dew Code Red, I'm not sure I'm the best person to judge this, since to me it tasted like fruity alcohol. That said, drinking a few of these might make Oscar night go by faster, especially when Anne Hathaway is up there thanking the good people of France for inspiring her performance in "Les Miserables." Also, the little Oscar in the ice cube was deeply brilliant.

  • Pomme D'Amour

    <strong>What Is It?</strong> The "Pomme d'Amour" is an apple-shaped confection with duck in the middle, surrounded by cranberry gel?e. Honestly, it was all a bit confusing. Even Boulud seemed slightly perplexed, admitting that, "I haven't seen the movie yet because I hear it's rough." It is, Chef. It is. <strong>How Does It Compare?</strong> Like its movie counterpart, the "Amour" dish is somewhat bitter and amorphous and, despite its title, difficult to love.

  • A Royal Affair

    A Royal Affair <strong>What Is It?</strong> Based on one of my favorite movies from last year (and a Best Foreign Language nominee), it is a colorful dish composed of crushed smoked sturgeon, "a trio of salmon," some aspic stuff (aquavit jelly), and caviar cr?me, all housed inside a blue caraway potato disc. Chef Daniel said that it was all stuff that was "prominent in Denmark." Queenly! <strong>How Does It Compare?</strong> It, like the movie, is incredibly colorful and surprisingly tasty. It's worth wondering if this kind of thing would have been commonplace at all in Enlightenment-era Denmark, which is when the movie takes place, or if it is a complete invention.

  • No

    <strong>What Is It?</strong> Another dish based on a Best Foreign Feature nominee, except this one is a bay scallop caviche lined with cilantro, avocado, and pickled red onion that was meant to evoke the coastal nature of Chile (since it's nothing but coast). Because, honestly, what screams "light Oscar-themed maritime dish" like a gritty real-world drama about dictator Pinochet? <strong>How Does It Compare?</strong> "No" is purposefully crummy looking, with a downgraded image quality meant to simulate VHS playback in the eighties (when the film takes place). On the contrary, everything about the dish is crisply in focus; it's bold, flavorful, and totally delicious.

  • Les Miserables Sandwich

    <strong>What Is It?</strong> Bread! Of course! So-called "surprise bread," which is basically really fancy little sandwiches (I grabbed the ham-and-cheese number), Chef Daniel said that, when it came to making a dish based on the movie (in which a character is brutally imprisoned for stealing a loaf of bread), it "always had to be bread." <strong>How Does It Compare?</strong> Eating the tiny sandwich takes a fraction of the time spent watching "Les Miserables" and is infinitely more enjoyable. Just because it?s simple doesn't mean that it?s not amazing. I'm not sure if stealing one of these sandwiches was worth doing hard time for, but I dreamed a dream that all sandwiches were this good.

  • Life of Pi

    <strong>What Is It?</strong> Based on Ang Lee's 3D powerhouse about a boy trapped on a lifeboat with a tiger, ?Life of Pi? is a tiger shrimp samosa with tandoori and hearts of palm, complemented by a curry dip. Chef Daniel said, in creating the dish, that, "We try to capture the soul of the journey of the character. For 'Life of Pi' we think about India, we think about the ocean." <strong>How Does It Compare?</strong> Maybe my favorite dish of the entire tasting, it was so tasty it made me want to scream "Richard Parker" at the top of my lungs and slap a tiger in the mouth. Yes, that tasty. About fifteen seconds after I had finished it, I wanted another one (it never came).

  • Kon-Tiki

    <strong>What Is It?</strong> Yet another based-on-a-Foreign-movie dish, this time inspired by the Norwegian nominee ? it's a "Polynesian journey" that prominently features a big chunk of mahi-mahi, adorned with pineapple and papeete barbeque sauce. <strong>How Does It Compare?</strong> I'm not entirely sure because I haven't seen the movie. (Has anyone yet?) I don't think I need to see it now, though, since eating the dish was already so satisfying.

Each day could be a big deal in Amerine&#39;s world | Business, Political ...

Ask Jeff Amerine about entrepreneurialism and the potential of creating jobs from university research and he becomes evangelical, passionately moving from one possibility to the next.

?There are so many things that happen every day, or that I learn about every day, where I stop and say, ?Yeah, that could be huge,?? Amerine explained during a lunch interview at Powerhouse Seafood and Grill.

Amerine is the relatively new chief ? formally, the director of technology licensing ? of Technology Ventures, a division of the University of Arkansas created to streamline the process of moving ideas out of the university?s research programs and into the economy.

He joined the university as a technology licensing officer in 2008 after an 18-year career as an executive and builder of technology businesses. He held senior leadership positions in seven startup ventures and three Fortune 500 companies and teaches entrepreneurship at the university?s Sam M. Walton College of Business. He graduated from the U.S. Naval Academy with a bachelor?s degree in physical science in 1984. He also holds a master?s degree in operations management from the UA, conferred in 2009.

BIG IDEAS
?It?s something happening every day that could change our world in a big way. People just see a campus here with a lot of buildings ... but potentially groundbreaking research is happening every day on this campus,? Amerine said.

What are some of the big ideas?

There is a new process that could ?help tremendously? in the treatment of osteoporosis.

The Picasolar group has developed an ?unprecedented way? to vastly improve the efficiency of solar panels and lower the cost. One aspect of the process uses less silver. Amerine said solar energy is not a dominant source of U.S. energy, but the Picasolar method could soon be ?a quality part of an overall energy plan.?

A bigger energy impact is likely to come from Nat Gas Solutions, according to Amerine. A group of finance majors are behind the project that would essentially allow users of compressed natural gas vehicles to fill up at home. The technology ? which isn?t completely developed ? ?significantly reduces? the fill up time, Amerine said.

?Earlier, when I said there are some huge things happening, this is one of those,? he said.

MONEY SUPPORT
Amerine said Arkansas political leaders, the business community and the university system have worked well to support efforts that attempt to commercialize research. For example, the Fund for Arkansas? Future and the Natural State Angels have helped with provide start-up seed funding to numerous ventures.

But two primary issues that could limit the potential of Arkansas research or cause the research result in companies and jobs out of Arkansas are the lack of early-stage venture capital and the lack of engineering talent.

The two venture groups mentioned earlier have helped with funding in the $100,000 to $3 million range, but helping some of these companies get past the ?seed round? with upwards of $25 million is a necessity.

?You?ve got to be able to do that (provide larger venture capital investments) to keep them in Arkansas,? Amerine explained, adding that an important part of his job is to keep the new research-generated jobs in Arkansas.

He is confident Arkansas will have a state-focused venture capital fund that can write the big checks.

?We just have to have the will and belief that we can do this. ... And it will be through force of will, but we?ve got to do this for the good of this region and the state economy,? Amerine said. ?If we solve this, then I don?t see us having a ceiling? on economic development through commercializing research.

FROM SUCCESS TO SIGNIFICANCE
And just like the impact of Wal-Mart Stores, Tyson Foods and J.B. Hunt, commercialized research will create a cycle in which success feeds success. Amerine said this will especially be true of the entrepreneurs of today if they are ?provided an exit so they can invest in the next big thing.? He said today?s entrepreneurs and scientists are builders rather than sustainers. The system Amerine hopes to foster will allow the builders to cash out and move on to the next project.

?That will put money in the hands of people who have proven they are motivated to do this ... and they will then make the investments in the next big idea company that will change the world and our region,? Amerine said.

Another aspect of entrepreneurial success, especially in Northwest Arkansas, is difficult for Amerine to quantify. He calls it the ?special sauce,? and it helps entrepreneurs in the 18- to 35-year-old demographic go from being successful to being significant.

?The people in this area, they really want to help the other guy or the other gal be a success. ... They are really unselfish in that way. That?s the special sauce in this area that I don?t see on the East Coast or the West Coast or almost anywhere else,? Amerine said.
